Scale claimed the decision to forge documentation came from the management of Vegrad, but said he did not know exactly who. According to the prosecutor’s office, the leading members in Vegrad and Betnava falsely recorded the execution of payments, fradulently obtaining an unlawful benefit of 1.7 million euros.
